عقدت المؤسسات، والهيئات اجتماعها الثالث يوم السبت 14-3-2020 في مركز الأطفال والفتوة – مخيم شاتيلا

لمناقشة ما توصلت اليه اللجنة المصغرة من توجهات عمل، وقد تمت الموافقة عليها، ومن ابرز النقاط.

– البدء في تقديم اسماء 75 متطوعا يوم الأثنين 16-3-2020 والبدء في تنفيذ تدريبهم من قبل أطباء بلا حدود يوم الثلاثاء 17-3-2020 في مركز الأطفال والفتوة ، وسيتم تقسيم المتدربين الى 5 مجموعات تدريب (15 شخصا كل مجموعة) .
– منع التجمعات، ودعوة الناس للمساهمة الايجابية في تنفيذ الاجراءات الوقائية المتخذة على صعيد لبنان ، خصوصا التنقل غير الضروري.
– الاتصال في بلدية الغبيري للتنسيق وطلب المساهمة في توفير بعض المستلزمات.
– البدء في حملة الرش بالمواد المتوفرة لدى الدفاع المدني الفلسطيني
– الحصول او طباعة بروشورات توعية للناس حول مخاطر فيروس كورونا او كيفية الوقاية منه.
– السعي للحصول على المستلزمات الحمائية للمتطوعين الذين سيقومون بحملة التوعية من باب لباب وتوزيع المنشورات وما يتوفر من مساعدات عينية او طبية او قياس حرارة.
– مطالبة الأونروا بتحمل مسؤوليتها في هذا الظرف الاستثنائي الصعب ( حالة طواريء) عبر المساهمات الفعلية ميدانيا وبالتجهيزات والمواد الوقائية والطبية والغذائية.
– الاتصال بكافة الجهات التي يمكن ان تساهم بتوفير الحاجات الضرورية للناس من مواد الوقاية، والغذاء والدواء، والمسلزمات الضرورية لفرق العمل التطوعي.
– مطالبة الانروا كذلك باتخاذ الترتيبات ووضع الاليات لانجاح مشروع التعليم عن بعد، وكيفية اشراك المؤسسات الاجتماعية الشريكة مع الأنروا التي تقدم خدمة التدعيم الدراسي للطلاب.
– التواصل مع المخيمات الأخرى عبر اللجان الشعبية او لجان الطواريء فيها.
– أعتبار الجميع اننا فريق عمل في حالة طواريء تحتاج لكل الجهود، والاستعداد لمواجهة التحديات لفترة قد تمتد شهورا، وهذا يحتاج الى وضع خطة عمل وتوزيع مهام كلجنة طواريء دائمة تضم الجميع.

The NGO’s and institutions held the third meeting on Saturday 14/3/2020 at the Children & Youth Center – CYC to discuss the results of the small committee meeting, which was approved. The most prominent points,

– submitting the names of 75 volunteers on Monday 16-3-2020 and start carrying out their training by MSF on Tuesday 17-3-2020 at CYC, and the trainees will be divided into 5 training groups (15 people each group).
– prevent gatherings, and to invite people to contribute positively to implementing the preventive measures taken at the level of Lebanon, especially unnecessary movement.
– Contact Ghobeyreh municipality for coordination and requesting to support and contribute some of the needed supplies.
– Starting a campaign to spray materials available to the Palestinian Civil Defense
– The need for awareness brochures or printing it for the people about the dangers of the Corona virus or how to prevent it.supplies
– Seeking to obtain protective supplies for the volunteers who will carry out the awareness campaign (door to door) and distribute leaflets and the available in-kind or medical assistance or temperature measurement.
– Requesting UNRWA to assume its responsibility in this exceptional difficult circumstance (emergency) through actual contributions in the field, and with preventive, medical and food supplies and equipment.
– Contacting all the organizations/ Donors that can contribute to providing people with the necessary needs of protection materials, food, medicine, plus the necessary supplies for volunteer work teams.
– Requesting UNRWA to make arrangements of mechanisms for the success of the Education From Distance project, and how to engage the partner NGO’s with UNRWA, which provides academic support service to students.
– Communicating with other camps through popular committees or emergency committees.
– All have to consider that we are a work group in an emergency that needs all the efforts, and preparing to face the challenges for a period that may extend for months, and this needs to develop a work plan and distribute the tasks as a permanent emergency committee that includes everyone.

عقدت اللجنة المصغرة اجتماعها يوم الجمعة 13-3-2020 في مركز الأطفال والفتوة، بحضور اللجان الشعبية – شاتيلا، الأنروا، اطباء بلا حدود، الهلال الأحمر الفلسطيني، الجبهة الشعبية، الأمن الوطني الفلسطيني، الدفاع المدني، اللجنة الشعبية- مخيم مارالياس، الملتقى الوطني الفلسطيني، مركز الطفال والفتوة .
جرى عرض ملخص لنتائج اجتماع الأمس من اراء ووجهات نظر حول التصدي لمخاطر فيروس كورونا المتزايد الانتشار وتزايد الضحايا والاصابات. واهمية تضافر الجهود لوقاية وحماية السكان المخيمات عموما من تفشي الفيروس في بيئة مهيئه من حيث الازدحام الديمغرافي، السكن والاكتظاظ السكاني، وضيق المساحة، في ظل الفقر والبطالة ونقص الخدمات.
وقد سجل الحضور ارتياحهم لعدم حصول اية اصابة بالعدوى او مرضى بالفيروس في المخيمات الفلسطينية والسورية، رغم الأصوات العنصرية والتمييزية ازاء اللاجئين واتهامهم بمصدر الفيروس وضرورة اغلاق المخيمات والحد من تحرك سكانها.
كما اكد المجتمعون على مسؤولية الحكومة اللبنانية عن سلامة جميع السكان والمقيمين على الاراضي اللبنانية، وكذلك منظمة الأنروا من موقع مسؤوليتها الدولية عن خدمات المخيمات الصحية والتعليمية والاجتماعية.
وقد حدد المجتمعون اطارين في خطة العمل.
1- الأطار المرجعي المسؤول والمعني بالتوجه والمطالبة، على مستوى الحكومة، وزارة الصحة اللبنانية، والبلديات ولجنة الحوار اللبناني الفلسطيني. منظمة الأنروا والهيئات والمنظمات الدولية، فلسطينيا، منظمة التحرير الفلسطينية، والسفارة الفلسطينية، والهلال الأحمر الفلسطيني والفصائل والأمن الوطني. ومؤسسات المجتمع المدني.
2- الأطار التنفيذي الميداني، لجنة طواريء من اللجان الشعبية، المؤسسات الأجتماعية، الأنروا، الهلال الأحمر، الدفاع المدني ، المؤسسات الطبية والاجتماعية المحلية والدولية/ اطباء بلا حدود وبلدية الغبيري.

وقد جرى التأكيد على، القيام بحملة توعية وقائية للناس وتوزيع منشورات وبروشورات توجيهية للناس، وكيفية التبليغ للهيئة في المخيم او عبر الخط الساخن.
– تدريب وتجهيز فرق عمل وتوفير لوازم الحماية للافراد ، واجهزة الكشف عن الحرارة.
– (استعداد أطباء بلا حدود لتدريب 75 من عاملين والمتطوعين في الجمعيات الأهلية، على دفعات مؤلفة كل منها، من 15 شخص. وذلك يزم الثلاثاء في
17-3-2020 ، وقد تم الطلب من مركز الأطفال والفتوة ان يكون مقر التدريب والانطلاق لتوفر الشروط)
-الوصول لكافة المنازل والاسر في المخيم لتوعية السكان وتوزيع منشورات توجيهية وارشادهم على الخطوات الواجب اتباعها في حال الشك في الاصابة وضرورة التبليغ الفوري.
– في ضوء الآزمة الاقتصادية والتوقف عن العمل، والفقر، ضرورة توفير مواد النظافة والوقاية والتعقيم وتوزيعها على الأسر، خصوصا الفقيرة منها
– منع التجمعات والاستمرار في اغلاق المدارس ورياض الأطفال ووقف الانشطة الجماعية، والتقشف في المناسبات الوطنية والأفراح والأحزان من تعزية وسواها.
– في حال استمرار حالة الطواريء يصبح لزاما التفكير بالجانب الأغاثي للناس، من حيث توزيع حصص غذايئة، وكذلك توفير الأدوية لذوي الأمراض المزمنة، والعجزة المنفردين، وكذك تأمين وصول المرضي من نوع غسيل الكلى، او الجلسات الخاصة بمرضى السرطان وسواها.
– في حال حصول حالات بحاجة الى عزل وامام الحالة الديمغرافية المشوهة للمخيمات، من وضع المساكن والسكان والاكتظاظ وضيق المسكن ونقص المرافق يصبح ضرورة ايجاد مراكز عزل خارج اطار الاسرة، في المدارس، او منازل منعزلة، او أماكن عامة خارج المخيم.
– التواصل مع اللجان الشعبية في المخيمات لتبادل المعلومات والخبرات
– التواصل مع بلدية الغبيري وهيئات الجوار للتعاون واتخاذ اجراءات السلامة العامة المشتركة.

The small committee meeting was on Friday13-3-2020 at the Children and Youth Center- CYC in the presence of the Popular Committees – Shatila, UNRWA, MSF, Palestinian Red Crescent, Popular Front, Palestinian national Security, Civil Defense, Popular Committee – Mar Elias Camp, Palestinian National Forum, the Children & Youth Centre – CYC.

A summary of yesterday meeting was presented, the Ideas and opinions of confronting the risks of the increasing spread of Corona Virus and the increasing number of victims and infections. The importance of concerted efforts to prevent and protect the camp population in general from the spreading of the virus in an enabling environment in terms of demographic crowding, housing and overpopulation, and space constraints, in light of poverty, unemployment and lack of services.
The preesents expressed their satisfaction that no infection or patients were infected with the virus in the Palestinian and Syrian camps, despite the racist and discriminatory voices regarding the refugees, accusing them of the source of the virus and the need to close the camps and limit the movement of its residents.
The attandees affirmed the responsibility of the Lebanese government for the safety of all residents on Lebanese teretorries, as well as UNRWA from the position of its international responsibility for health, education and social camps services.
The meeting identified two frameworks in the action plan.
1- The responsible reference framework on orientation and demand, at the government level, the Lebanese Ministry of Health, the municipalities and the Lebanese-Palestinian Dialogue Committee. UNRWA and international bodies and organizations, On the Palestinian, Palestinian Liberation Organization, Palestinian embassy, ​​Palestinian Red Crescent, the Factions and national security. And civil society organizations – NGO’s.
2- The field executive framework of Emergency Committee from: The popular committees, NGO’s, UNRWA, the Red Crescent, civil defense, local and international medical and social institutions / MSF and the Municipality of Ghobeiry.

Emphasis was placed on carrying out a preventive awareness campaign for people, distributing flyers and brochures for people, and how to report to the organization in the camp or via the hotline.
– Training and equipping work teams and providing protection supplies for individuals and heat detection devices.
– (MSF is ready to train 75 volunteers of the NGO’s, divided to groups, each from 15 people. This will take place on Tuesday in
17-3-2020. The Children & Youth Center has been requested to be the training and starting center)
– Reaching all homes and families in the camp to educate the population, distribute directive leaflets, and guide them on the steps to follow doubted effected cases,
and the necessity of immediate notification.
– In light of the economic crisis, stopping work and poverty, the necessity of providing hygiene, prevention and sterilization materials and distributing them to families,
especially the poor ones.
– Preventing gatherings, continuing close schools, kindergartens, stopping group gothering, or national occasions, weddings, or sorrows from condolences.
– In case of the emergency continue, it is imperative to think about relief issues for the people, in terms of the distribution food rations, as well as the
providing medicin to hronic diseases, and individual elderly ages, as well as ensuring the arrival of patients of the dialysis, or chemotherapy for cancer patients.
– If there is cases need to be isolated and in front of the distorted demographic situation in the camps, such as housing, population, overcrowding, housing constraints,
and lack of facilities, it becomes necessary to find isolation centers outside the family, in schools, isolated homes, or public places outside the camp.
– Communicating with the popular committees in the other camps to exchange information and experiences
– Communicating with the Ghobeiri Municipality and neighboring association to cooperate and take joint public safety measures.
