اليوم نستطيع القول اننا بدأنا نشعر بالارتياح للبدء باولى الخطوات التنفيذية على صعيد مخيم شاتيلا،

بعد ان استكملت المؤسسات والهيئات تقديم اسماء المتطوعين يوم امس الأثنين، برزت حماسة المستعدين للتطوع، واضطررنا لوقف التسجيل مؤقتا، بعد ان تجوز العدد 95 متطوعا لتلقي التدريب . وقد باشر فريق عمل منظمة اطباء بلا حدود التدريب اليوم الثلاثاء 17-3-2020 العمل وفق الية واجراءات وقائية للحفاظ على سلامة المشاركين من حيث التوزيع المكاني للافراد في استخدام مساحة قاعة مكتبة مركز الأطفال والفتوة كاملة للمجموعة الواحدة من 15 شخصا فقط. وكان لافتا تجاوب المتدربين مع التدريب واستيعاب التقنيات المطلوب اتباعها. وقد تم انجاز تدريب مجموعتين، ومن اجل تسريع العمل سيتم غدا تجهيز قاعة جديدة في المركز لتمكين ثلاث مجموعات من التدريب، اضافة لاقتراح من اطباء بلا حدود، سيتم تدريب مجموعة رايعة من اعضاء اللجنة، مسؤولي الجمعيات واللجنة الشعبية والأمنية، واطلاعهم على الترتيبات الحمائية التي سيتم اتباعها من قبل المتطوعين في الوقاية من الفيروس.
ومن جهة ثانية، تم التواصل مع بلدية الغبير ي، وتقديم رسالة بالاحتياجات، وقد ابدى رئيس البلدية السيد معن الخليل مشكورا الاستعداد البلدية للتعاون والمساهمة الممكنة. وكذلك تمت مبادرات في رش وتعقيم احياء في المخيم اضافة لتوزيع مواد تعقيم. ومع اهمية هذه المبادرات، لا زلنا نتوخي الشمولية في العمل كي نصل الى جميع السكان. كما لا زلنا مرتاحين وسعداء باننا حتى اللحظة لم نتلقى علما عبر بيانات وزارة الصحة اللبنانية اليومية باية اصابة بفيروس الكورونا في المخيمات وتجمعات اللاجئين الفلسطينيين والسوريين في لبنان.
من جهة ثانية، تصريح وزير الصحة بخروج حالتين من المستشفى بصحة جيدة ، وان سيدة خرجت من الحالة الحرجة / العناية الفائقة الى العادية ، كمؤشر تفاؤل، اضافة الى اجراء اقفال المطار والمعابر الحدودية اعتبارا من الليلة. هذا الى جانب التشدد في منع التجمعات واقفال المحال والأماكن والمؤسسات السياحية والترفيهية ، وتشجيع العمل في المنزل. واستغلت المصارف التي لم يشملها قرار الحكومة بالاقفال، ان تقفل ابوابها تهربا من التزاماتها اتجاه الزبائن، وحتى الأن لم تأمر الحكومة بالزام البنوك بفتح ابوابها لخدمة الناس، وتكتفي بالنقد الفرادي الخجول رغم ما يلحقه اقفال المصارف من اذى مادي ومعنوي واقتصادي لجميع الناس.

Today we can say that we feel comfortable with the start of the first implementation steps in the Shatila camp ,

After the NGO’s and institutions completed providing their volunteer’s names yesterday, (the enthusiasm of the volunteers willing was clear) we were forced to stop the registration temporarily, after the number reach to 95 volunteers to receive training.
Today, Tuesday, March 17-2020, MSF team started working in accordance with a mechanism and preventive measures to preserve the safety of the participants in terms of the spatial distribution of individuals in the use of the space of the Children &Youth Center – CYC library and the whole space for a group of 15 people only. It was noteworthy that the trainees responded to the training and understand the techniques required to be followed. The training of two groups has been completed, and in order to speed up the work, a new hall will be prepared tomorrow in CYC to enable three groups of training, in addition to suggestion from MSF, fourth group of members of the committee, the NGO”s and the Popular and Security Committees officers, will be trained and informed of the protective arrangements that will be Followed by volunteers in virus prevention.

On the other hand, a contact was made with the Ghobeyreh municipality, we presented a message with the needs. The mayor, Mr. Maan Al-Khalil, with appreciation for the willingness to cooperate and contribute with what is possible. Also, initiatives were taken to spray and sterilize some locations in the camp, in addition to distributing sterilization materials. And with the importance of these initiatives, we still are looking for inclusiveness at work in order to reach all the population. We are also still satisfied and happy that we haven’t yet received any information through the Lebanese Ministry of Health’s daily statements of any cases of coronavirus infection in the Palestinian or Syrian refugee camps or gatherings in Lebanon.
In addition, the Minister of Health declared today that two cases (man and woman) came out from the hospital in good health, and that a woman exited from critical / intensive care to normal room, as an indication of optimism, in addition the airport and borders closings will start rom tonight. This is in addition to the strict prevention of gatherings and the closure of shops and places and tourist and recreational institutions, and encouraging work at home. The banks weren’t included by the government’s decision to close, but they took advantage of closing their doors to evade their obligations towards customers, and until now the government did not order banks to open their doors to serve the people.

عقدت المؤسسات، والهيئات اجتماعها الثالث يوم السبت 14-3-2020 في مركز الأطفال والفتوة – مخيم شاتيلا

لمناقشة ما توصلت اليه اللجنة المصغرة من توجهات عمل، وقد تمت الموافقة عليها، ومن ابرز النقاط.

– البدء في تقديم اسماء 75 متطوعا يوم الأثنين 16-3-2020 والبدء في تنفيذ تدريبهم من قبل أطباء بلا حدود يوم الثلاثاء 17-3-2020 في مركز الأطفال والفتوة ، وسيتم تقسيم المتدربين الى 5 مجموعات تدريب (15 شخصا كل مجموعة) .
– منع التجمعات، ودعوة الناس للمساهمة الايجابية في تنفيذ الاجراءات الوقائية المتخذة على صعيد لبنان ، خصوصا التنقل غير الضروري.
– الاتصال في بلدية الغبيري للتنسيق وطلب المساهمة في توفير بعض المستلزمات.
– البدء في حملة الرش بالمواد المتوفرة لدى الدفاع المدني الفلسطيني
– الحصول او طباعة بروشورات توعية للناس حول مخاطر فيروس كورونا او كيفية الوقاية منه.
– السعي للحصول على المستلزمات الحمائية للمتطوعين الذين سيقومون بحملة التوعية من باب لباب وتوزيع المنشورات وما يتوفر من مساعدات عينية او طبية او قياس حرارة.
– مطالبة الأونروا بتحمل مسؤوليتها في هذا الظرف الاستثنائي الصعب ( حالة طواريء) عبر المساهمات الفعلية ميدانيا وبالتجهيزات والمواد الوقائية والطبية والغذائية.
– الاتصال بكافة الجهات التي يمكن ان تساهم بتوفير الحاجات الضرورية للناس من مواد الوقاية، والغذاء والدواء، والمسلزمات الضرورية لفرق العمل التطوعي.
– مطالبة الانروا كذلك باتخاذ الترتيبات ووضع الاليات لانجاح مشروع التعليم عن بعد، وكيفية اشراك المؤسسات الاجتماعية الشريكة مع الأنروا التي تقدم خدمة التدعيم الدراسي للطلاب.
– التواصل مع المخيمات الأخرى عبر اللجان الشعبية او لجان الطواريء فيها.
– أعتبار الجميع اننا فريق عمل في حالة طواريء تحتاج لكل الجهود، والاستعداد لمواجهة التحديات لفترة قد تمتد شهورا، وهذا يحتاج الى وضع خطة عمل وتوزيع مهام كلجنة طواريء دائمة تضم الجميع.

The NGO’s and institutions held the third meeting on Saturday 14/3/2020 at the Children & Youth Center – CYC to discuss the results of the small committee meeting, which was approved. The most prominent points,

– submitting the names of 75 volunteers on Monday 16-3-2020 and start carrying out their training by MSF on Tuesday 17-3-2020 at CYC, and the trainees will be divided into 5 training groups (15 people each group).
– prevent gatherings, and to invite people to contribute positively to implementing the preventive measures taken at the level of Lebanon, especially unnecessary movement.
– Contact Ghobeyreh municipality for coordination and requesting to support and contribute some of the needed supplies.
– Starting a campaign to spray materials available to the Palestinian Civil Defense
– The need for awareness brochures or printing it for the people about the dangers of the Corona virus or how to prevent it.supplies
– Seeking to obtain protective supplies for the volunteers who will carry out the awareness campaign (door to door) and distribute leaflets and the available in-kind or medical assistance or temperature measurement.
– Requesting UNRWA to assume its responsibility in this exceptional difficult circumstance (emergency) through actual contributions in the field, and with preventive, medical and food supplies and equipment.
– Contacting all the organizations/ Donors that can contribute to providing people with the necessary needs of protection materials, food, medicine, plus the necessary supplies for volunteer work teams.
– Requesting UNRWA to make arrangements of mechanisms for the success of the Education From Distance project, and how to engage the partner NGO’s with UNRWA, which provides academic support service to students.
– Communicating with other camps through popular committees or emergency committees.
– All have to consider that we are a work group in an emergency that needs all the efforts, and preparing to face the challenges for a period that may extend for months, and this needs to develop a work plan and distribute the tasks as a permanent emergency committee that includes everyone.
